- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the FAR, Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written solicitation will not be issued. Solicitation F1WC0912270300 is issued as a Request for Quote (RFQ). This synopsis/solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular (FAC) 97-26 and Defense Acquisition Circular (DAC) 91-13. The North American Industry Classification System (NAICS) Code is 334290 with a size standard of 500 employees. This procurement has been set-aside for Small Businesses. Tyndall AFB plans to procure two Air Traffic Control Signal Light Guns with chargers for each gun, to include two batteries and a spare lamp for each gun. The Signal Light Gun must meet the specifications of the United States Federal Aviation Administration. The specifications are as follows: Visibility range up to 6.6km under clear daytime conditions, light colors of red, green, and white. Light Intensity: 200,000 candelas at light beam center. Weight: 1.95 kg (4.3lb.) including battery 1.35 kg. (3.0 lb.) using auxiliary power cable. Light Control Power: Intermittent or continuous operation activated by color-coded, back-lit push buttons. Power: 13.2V, 1.8A, Ni-Cad rechargeable battery or 14V, dc-10A adapter and external power supply. Lamp: 15V, 150W. The chargers must meet the following specifications: Power capability of 90-130V ac, 180-260V ac, 50/60 Hz (auto-select.) Size: 30x15x25 cm (11.5x6x10 in.) w/h/d. Weight: 7.25 kg (16 lb.) Charge time approx. one hour. Operation: Main and auxiliary charger: automatic charge and charge maintenance modes. Auxiliary charger: user-selected microprocessor controlled discharge, analyze and condition modes. Status: Main charger: red/green LED. Indication: Auxiliary charger: multi-function LCD. Warranty: The contractor or manufacturer?s standard commercial warranty shall apply. Responsibility and Inspection: the supplier is responsible for the performance of all inspection requirements and Quality Control. Offerors must submit a technical description of the items being offered in sufficient detail to evaluate compliance with this solicitation. This may include, but is not limited to, product literature, pictures and schematics of the Signal Light Gun, and terms of expressed warranties. Place of delivery and acceptance for the Signal Light Guns will be 325 OSS/OSAT, Tyndall AFB, FL 32403, Attention SSgt Kevin McGarry. The required delivery date is 28 September 01. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (NOV 1999) is hereby incorporated by reference. Solicitation provision at FAR 52.212-2, Evaluation Commercial Items (JAN 1999) is hereby incorporated by reference. The Government will award a purchase order resulting from this synopsis/solicitation to the responsible offeror whose quote is conforming to the synopsis/solicitation and will be the most advantageous to the Government. Price and delivery factors will be considered. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (FEB 2000) Clause 52.212-4, Contract Terms and Conditions-Commercial Items (MAY 1999), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Deviation), is hereby incorporated by reference.
