- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is U41823 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of full and open competition. A firm-fixed price contract is anticipated. Award will be made to the lowest price offer that can demonstrate they can provide a scanner that meets all of the required specifications (see below). Award will be made using Simplified Acquisition Procedures. The desired delivery date is September 28,2001 with the system to be delivered and installed at the U.S. EPA AWBERC, 26 W. Martin Luther King Jr. Drive, Cincinnati, OH 45268. The contractor shall provide a microarray scanner. This scanner must be compatible with a 900227 GeneChip Instrument System. Detailed Specifications and Requirements are as follows: The scanner must scan at up to 6 different wavelengths, all user selectable in software without the requirement for hardware changes. The system must further be designed to accept additional solid state lasers. The slide presentation tray must incorporate zero insertion force loading capability, and the automatic focus adjustment and depth of field must be sufficient to allow the instrument to successfully scan glass slides, or a range of alternate substrates. Data analysis software, provided with the scanner, must have the following capabilities: replicate sample analysis, segregation of array sets, clustering & matrix analysis, and user-defined annotations. Scan Area must be at least 22mm X 75mm; specific regions selectable. Sample Format must include all standard microscope slides; to include various substrates such as nitrocellulose, nylon, polypropylene, and silicone -- mounted on (22 mm X 75 mm; 1 in X 3 in) slides. Excitation must be at 532 nm (for Cy3), > 8 mW; 635 nm (for Cy5), >8 mW, with the capability of additional wavelength potential. Field Uniformity should be less than 10% variation over 22 mm X 75 mm field The associated North American Industry Classification System (NAICS) code is 334516 and the size standard is 500 employees. The following FAR provisions shall apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors Commercial. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items. The following additional FAR clauses which are cited in clauses 52.212-5 are applicable to the acquisition: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. Representations, Certifications, and product specifications shall be included with the quote. Please submit two copies of the specifications and quote to Phillip R.
