Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This Announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a proposal in response to this RFQ, which shall be considered. Synopsis/solicitation N00604-01-T-B367 is being issued as a Request For Quote (RFQ), for a Firm Fixed Price type contract incorporating provisions and clauses in effect through Federal Acquisitions Circular 97-23 and DFARS Change Notice 20001213. The NAICS code is 333314 for this acquisition. This acquisition is a 100% set aside for small business concerns. The Regional Contracting Department, Pearl Harbor, Hawaii intends to award a firm fixed price contract for three line items of infrared nightvision equipment. Line item 1 -- Raytheon PalmIR 250 with 75mm lens Qty 3 each. Line item 2 -- Raytheon PalmIR 250 with 50mm lens Qty 3 each. Line item 3 -- rechargeable batteries for Raytheon PalmIR 250 Qty 6 each. The Raytheon PalmIR 250 is a handheld infrared surveillance unit designed for one hand operation. It's salient characteristics are: uncooled ferroelectric 320x240 type detector, 30Hz frame rate, focus range from 20 feet to infinity, operating time of over 3 hours of continual use per charge, RCA video output jack, RS-232 serial communications external control port, a 12x9 field of view for the 75mm lens and 18x13.5 field of view for the 50mm lens. These items are to be shipped to Naval Station Security Division, Building 199, Pearl Harbor, HI 96860 within 30 days after date of award. Price quoted is to include shipping to destination. The following clauses apply: FAR 52.212-1, Instructions to Offerors-Commercial; FAP 52.212-2, Evaluation-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contracts Terms and Conditions Required to Implement Statues or Executive Orders-Commercial. Under this clause, the following are incorporated by reference: FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.222-36, Affirmative Action for Workers with Disabilities; and DFARS 252.225-7001, Buy American Act and Balance of Payments Program. Award will be made based on the lowest price technically acceptable proposal. Brand name or equal products with corresponding salient characteristics will be accepted.
