This announce ment constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Item 0005AF: Administer Medication. Quantity : 90 Each. (vi) DESCRIPTION OF REQUIREMENTS: The contractor shall provide boarding services for 10 explosive detection polic e canine dogs. The service will be needed when officers (dog handlers) go on extended vacations, sick leave or emergencies. There is no set schedule when these services will be required. The service must be provided in a clean, well-maintained f acility that is climate controlled. The facility must have kennels big enough to accommodate large size dogs. . The contra ctor must have a Certified Veterinarian Technician on staff and physically on site, 24 hours a day, to render medical care s ervices. The facility must be located within twenty air statue miles of the Pentagon. Also, the contractor shall provide o n a daily basis extra services such as baths, walks and play time. . The Contractor must have an experienced staff, well ve rsed in the care of police working dogs. The number of days listed above for each type of service is only an estimate. The se estimated figures may vary with no canines on some days/weekends and other days/weekends, there may be several dogs that need boarding services. (vii) NA. (viii) The FAR provision at 52.212-1, entitled: "Instructions to Offerors -- Commercial", ap plies to this acquisition. (ix) The FAR provision at 52.212-2, entitled: "Evaluation -- Commercial Items", applies to this acq uisition: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer c onforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers such as: (I) technical capability (II) past performance (III) geographical locatio n to the Pentagon, and (IV)price. The order in which these factors appear are in descending order of importance. For exampl e, (I) technical capability is most important whereby (IV) price is least important. Contractor is required to submit at lea st 3 references and any written documentation or literature to be used for evaluation of Contractor's ability, to perform th e above listed requirements. Award will be based on best value to the Government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Gover nment may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options s hall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a bi nding contract without further action by either party. Before the offer's specified expiration time, the Government may acce pt an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withd rawal is received before award. (x) To be considered responsive, Offerors are to include a completed copy of the provision a t FAR 52.212-3, entitled: "Offeror Representations and Certifications -- Commercial Items", with their submitted offer. (xi) F AR clause 52.212-4, entitled: "Contract Terms and Conditions -- Commercial Items", applies to this acquisition. (xii) FAR clau se 52.212-5, entitled: "Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items" , applicable clauses: FAR 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-47, 52.225-16, 52.232-33, 52.222-41, 52.222-42, 52.222-44, 52.243-1 (Alt I), DFARS 252.205-7000, DFARS 252.212-7001 (xiii) In addition to the aforementioned prov isions and clauses, it is imperative to note that all contractors must comply with the terms and conditions of DFARS Clauses 252.204-7004, entitled: "Required Central Contractor Registration" and 252.212-7001, entitled: "Contract Terms and Condit ions Required To Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (MAR 2000)." (xiv) The Defense Priorities and Allocations System (DPAS) rating is not applicable.
