Description

The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA) intends to award a sole source co ntract to Veridian (Trident Data Systems). The award will be made to obtain technical services to conduct an analysis of co mputer network (cyber) incident, intrusion, and attack data against Department of Defense (DOD) commands, services, and agen cy computer networks. This particular study will focus on cyber activity from computers located in a particular foreign cou ntry and other computers that show evidence of being under the control of people in that country, who range from hackers to government personnel. This effort will require the contractor to collect intrusion data from the DOD and service Computer Emergency Response Teams (CERT) and information warfare centers. The contractor will analyze the intrusion data and provide a list of foreign Internet Protocol (IP) addresses requiring furt her investigation by the contractor. The contractor's research method will ascertain who the initiating host is and determin e the level of threat. The contractor will analyze the data and present the data in a format conducive to further analysis. The contractor's study will include timeline and link analysis, DOD entities attacked, computer network functions attacked , specific attack methodologies found, patterns in tool sophistication, trends in the employment of cyber attack tools, quan tified expansion in the number of IP addresses used, and a correlation of intrusion events to world events All interested parties have 15 days from the publication date of this synopsis to submit their qualifications / capabilities . This notice of int ent is not a request for quotations (RFQ) for competitive quotes. Responses received without the requested information will be considered non-responsive to the synopsis.
