- This announcement serves as notice to all potential offerors that the Joint Surveillance Target Attack Radar System (STARS) Program Office, Electronic Systems Center/JSK, 75 Vandenberg Drive, Hanscom Air Force Base, Massachusetts 01730-2119 anticipates release of Purchase Order F19628-01-M-0039 for the acquisition of one (1) JTIDS Test Device (JTD) Tactical Simulator and related services on or about 01 OCTOBER 01. This acquisition will allow for the purchase of JTIDS Tactical Simulator, installation and training for use at the JSTARS Support and Training System (STS) Center at Robins AFB, GA and will be awarded on a Purchase Order. Specific features and functions of the system: The JTIDS Test Device (JTD) Tactical Simulator produces Link 16 scenarios for use at the Joint Surveillance Tactical Airborne Radar System (JSTARS) Support and Training System (STS) at Robins AFB, GA. The equipment and software configuration must be identical or backward compatible with JTD Version 2.1.3 that is currently in use at the Joint STARS Mission Support Facility. The system must interface to either a JTIDS Class 2 Terminal (E8) or the Joint STARS host software. The message catalogue baseline must include the Joint STARS unique J28 messages and also be adaptable by the User for any catalogue baseline or set of Interface Change Proposals. The system must be capable of porting the message catalogue databases, scenarios and data files from the existing JTIDS Test Device for use, terminal emulation, host emulation, and data recording. The contractor must commit to deliver the system within 30 days ARO if requested by the Government. The contractor must install the system and provide comprehensive training for up to ten (10) operators at Robins AFB. In addition, this acquisition will follow the procedures in FAR Part 12 Acquisition of Commercial Items and associated supplements and utilize sole-source in competitive procedures. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. Address all questions to the Program Manager, Lt. The Government requests the offeror's proposal remains effective for 45 days following receipt by the Government.
