Description

The Department of Veterans Affairs has a requirement to replace an automated transport system (ATS), 2002 Holcombe Boulevard, Houston, Texas. The ATS is a materiel delivery robotics system, which included automated guided vehicles (AGV's). Replacement shall include all related components (i.e., computers, software, interfaces, equipment, etc.) required to provide a completely functional ATS at this facility. The existing system consists of AGVs, embedded wire guidepaths, central control system, remote send-status panels, dedicated elevators, AGV battery charger stations, door controls, safety controls, cart washer/dryer systems and various general purpose and dietary cart modules. Offerors will be required to provide commercially available replacement equipment or modified commercial products that may use components of the existing system. Offerors may use components of the existing system or provide a completely new system with no reuse of existing components. The successful offeror either as manufactured or with modifications, should be able to transport the existing general purpose and dietary modules. However, if competitive offers are submitted using different modules, these shall be considered. The successful offeror shall make use of existing ATS elevators and will provide all interfaces to make use of existing ATS controls. Offers will be addressed as performance based and will be evaluated using the following criteria: (a) total cost; (b) past projects/history; (c) flexibility of system software protocols and interface capability; (d) ease of installation while leaving existing system operational; (e) expandability/compressibility; (f) operation and maintenance ease and reliability; and (g) safety. A one-time site visit will be scheduled. Additional information on the site-visit will be included in the solicitation. Quotation packages will be available on or about August 30, 2001.
