FISC San Diego is announcing its intent to issue a directed sole source procurement to Seabotix Inc. under authority of FAR 6.302-1 for a 1500 meter deep water LBV system and a 300 meter shallow water LBV system. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number / RFQ N00244-01-T-1157 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24 and DFAR Change Notices effective through 12/13/00. The standard industrial code is 3812 (NAICS code 334511) with a size standard of 750 employees. This requirement is for a fixed priced contract for the line items as follows. Line Item 0001: 1500 Meter Deep Water LBV System, 1 each. Line Item 0002: 300 Meter Shallow Water LBV System, 1 each. Line Item 0003: BSK1500 Spares Kit Line Item 0001 -- 1500 Meter Deep Water LBV System, consisting of; LBV1500, 1500m LBV system including power supply, control console vehicle, 50 meters umbilical, bumper frame with flotation, 1 each; TMS1500-ROV, Tether management system for deployment from host ROV Oceanering to provide integration with Scorpio, 1 each; AUMB1600, Surface to TMS armored tether (1,600 m), 1 each: UMB100-1500, 50 meters of additional umbilical (total 100 meters), 1 each; BWC430, 420 Line/0.3 Lux Black & White camera, 1 each; CBC570, 570 Line/0.3 Lux Color Camera, 1 each; CBC420, Credit for standard 420 line color camera, 1 each; TJGI150, Three Jaw Grabber, 1 each; and SCC150, Hardigg shipping/carrying case (1 case) Deep System, 1 each. Line Item 0002 -- 300 Meter Shallow Water LBV System consisting of; LBV300, 300m LBV system including power supply, control console vehicle, 420 line/0.3 Lux color camera, 50 meters umbilical brushless DC thrusters, protective bumper frame, 1 each; UMB150, 100 meter umbilical upgrade for 150 meter system (150 Meters), 1 each; VAM100, AmpleVision 10.4" TFT LCD daylight readable monitor, 1 each; and PCC150, Pelican Shipping/Carrying Cases (2 Cases) shallow system, 1 each. Line Item 0003 -- BSK1500, Spares kit (thruster assembly, lamp, tools, fasteners, props), 1 each. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.211-5, Material Requirements.
