Description

The General Services Administration intends to issue a contract to Simulation Group Services, Inc. (SGS) through solicitation no. 9TER-01-JAL-011 pursuant to the authority of FAR Parts 12 and 13.501(a) "Sole Source Acquisitions". SGS, Inc. will be providing Software Engineering Services in support of the F-15E Integrated Avionics Trainer simulator at Luke Air Force Base, Arizona. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. The services are deemed to be available only from the original source for the continued development of a major and highly specialized system. Under this procurement, the contractor will be required to continue system development and software maintenance of technology-based training (TBT) lessons and computerized part-task trainers (PTT) for training US pilots and mission crews. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. SGS shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling similar requirements via email to joann.ancheta@gsa.gov by 5:00 PM PST on August 31, 2001. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
