Description

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for the removal of an obstruction from the Delaware River. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. THE TECHNICAL SECTION OF THE PROPOSAL IS THE MOST IMPORTANT AND WILL BE HEAVILY WEIGHTED OVER COST. AWARD OF A CONTRACT WILL NOT BE BASED SOLELY ON A LOWEST COST BASIS. Offerors shall submit their proposals in two separate parts; a cost proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors, which are of equal importance. Factor 1-Contractor's knowledge of working conditions in deepwater of the Delaware Bay, Factor 2-Past performance, and Factor 3-Contractor's ability to provide verification of removal. Contractors are required to register on the Internet and download the solicitation and all amendments from the following address: https://ebs.nap.usace.army.mil on or after issue date of the solicitation. No written or fax requests shall be accepted. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notification of amendments. Offerors are responsible for printing paper copies of the solicitation. Solicitation Number DACW61-01-R-0045 will be issued on or about 5 September 2001 with a closing date of 19 September 2001 at 1500 hours. The North Atlantic Industrial Classification (NAIC) for this procurement is 561990 with a size standard of $5 million. This procurement is unrestricted.
