- GENERAL: This is an additional opportunity for any further industry interest in providing a capability brief and demonstration of aircraft for the Introductory Flight Training (IFT) program at the United States Air Force Academy (USAFA) who were not afforded the opportunity last year at the same time. This is in preparation for the draft solicitation to be sent out. The purpose of the IFT program is to perform all services necessary to ensure that all cadets, lieutenants, and other students obtain a Private Pilot's Certificate. This demonstration is for market research purposes and does not constitute in any way a commitment from the Government to procure these services. For the purposes of this market research, the government is interested in determining which aircraft meet the following aircraft specifications: 1) FAA certified for normal category or higher 2) Tri-cycle gear (No Taildragger) 3) Field elevation: 6,572' 4) Runway: 3,500' X 75" 5) Crosswind: 17 KTS required (20 KTS or higher desired) 6) Aircraft Weight & Balances -- For center of Gravity (CG) and maximum takeoff weight considerations: As light as one solo student weighting 113 pounds, as heavy as 277 pounds, or two aircrew weighing a total of 450 pounds (which includes flight suit, boots, and checklists, but does not included survival equipment stored on the aircraft). 7) Aircraft must fly two 1.5 hour training sorties plus 30 minutes fuel reserves. The intent is to fly two training missions between refueling. 8) Fuel burn rate of 14gph or less. 9) Climb rate: 500 FPM required at 10,000' density altitude (600 FPM desired) with 450 pounds of aircrew and the required fuel. 10) Area performance: Perform a sustained level 45 degree banked turn at 10,000' density altitude. 11) Continuous Cruise speed: 130 KTAS at 8,500' on a standard day at required weight. 12) Aborted takeoff. At 10,000' density altitude, zero headwind, dry runway, at max gross weight, accelerate to takeoff speed using normal takeoff procedures, pause two seconds, reduce power to idle, and stop the aircraft within 3500' in the remaining runway, including overrun (500') using max braking. 13) Aircraft dimensions: Must be able to be maneuvered into available maintenance facilities; maximum measurements 37' 5" length, 39' 8" wingspan, and 9' 10" height 14) Aircrew size: shall accommodate students 64' -- 77" tall, and sitting heights of 34" -- 40" 15) Avionics: As required to fulfill this contract. Must have a HOBBS Meter. 16) Students shall be restricted to one type of aircraft Capability brief and demonstration will be held on 5 and 7 September 2001, Briefings cannot exceed one hour. Briefings must include, but are not limited to, aircraft(s) history, maintenance history (AD's) and accident rate or safety rate. Demonstration/Testing of aircraft will be approximately two hours. Slots will be filled on a first come first serve basis. Demonstration/Testing and briefing dates and times maybe changed, depending on unforeseen conditions (such as weather). The date and time available for the demonstration/testing and briefing 5 Sep 01, Wednesday (7:30 -- 12:00 P.M.), and 7 Sep 01, Friday (7:30 -- 12:00 P.M.). The government will not be responsible for any cost incurred by participants. Demonstration aircrafts are required to be fully fueled. Refueling of aircrafts can be done at the contractor's expense, from the Aero Club fueling stat. Participants will be required to complete USAFA Form 23, DD Form 2400, 2401 and 2402, you may obtain these forms by calling Diana Myles-South at (719) 333-3979, which she will fax you copies of the forms. Participants will be required to complete these forms prior to demonstration date. The applicable NAISC code is 611699 and the size standard is $ 18.5 million. This project is unrestricted.
