- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 334220 with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested vendors may submit a quote. The National Institute of Standards and Technology (NIST) intends to purchase and have installed a certified Thompson CSF Klystron F2040E Amplifier. The primary purpose of the Thompson CSF Klystron Amplifier is to continue, maintain and operate the NIST 32 MeV Medical and Industrial Radiation Facility (MIRF). The MIRF accelerator was designed around the electrical and mechanical specification requirements of the F2040E Klystron. Therefore this is the only amplifier that will work without making any major changes to the infrastructure of the current facility. All interested parties shall provide a quote for the following line items: Line Item 0001: Purchase, install, and certify one (1) Thompson CSF Klystron F2040E amplifier. Line Item 0002: Warranty (Please state the warranty coverage provided in your quote.), Quantity: Minimum of one (1) year. Line Item 0003: Delivery. The vendor shall pack and mark shipments using the best commercial practices in accordance with Government standard shipping requirements. The vendor shall deliver the shipment in good order and condition to its destination in accordance with the shipping instructions specified in the purchase order. The vendor shall be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the procurement documentation; and bear all charges to the specified point of delivery. The vendor shall make delivery of all items FOB Destination to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur within fourteen (14) days after notification of this award and receipt of the purchase order. Award will be made to the vendor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement", 2) Quality, and 3) Price. Technical Capability and Quality together are more important than price. Evaluation of Technical Capability and Quality will be based on the information provided in the quotation. All vendors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications contained herein. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
