- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ)LB-01-329. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS code for this solicitation is 334516. The size standard is 500 employees. Please include in the quote package a completed form SF 1449 which can be found at www.gsa.gov/forms/farnum, required provisions, descriptive literature and a schedule of prices for the following line items: 0001 -- Mutli-matrix Autosampler -- (1) each; 0002 -- Tekmar 3100 Sample Concentrator -- (1) each; 0003 -- Installation and Training for Line Items 0001 and 0002 (1) job. The United States Environmental Protection Agency (EPA), Region 2 laboratory has a requirement for the acquisition of a multi-matrix autosampler and sample concentrator in order to comply with the Superfund Contract Laboratory Program Statement of Work OLM04.2 Volatiles, Appendix B, Modified SW-846 Method 5035 for Volatiles in Low Level Soils. The multi-matrix autosampler must be capable of performing an automated purge and trap directly from the field core sampling/storage containers currently being utilized by sampling teams. The autosampler must interface with a Tekmar 3100 Sample Concentrator, which must be provided and installed as part of this requirement. Delivery of the item shall be FOB Destination within 30 days after receipt of order. Delivery, inspection and acceptance shall be at the U.S. EPA, 2890 Woodbridge Avenue, Bldg. 209, Edison, NJ 08837. The Government will issue an order resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used for evaluation purposes: The level of automation of the proposed instrument that provides the most capacity and efficiency in the analytical process. For this acquisition, the level of automation of the propsed instrument is more important than price. Prosepective offerors must submit descriptive literature with their quote which can be used to evaluate the capacity and efficiency of the proposed instrument. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items must be included with the offer. The clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, including FAR Clauses 52.203-6, Restriction on Subcontractor Sales to the Government with Alternate I and 52.225-13, Restriction on Certain Foreign Purchases, apply to this acquisition.
