Description

Background "To Procure engineering and technical services to design, fabricate and attach aerogel blankets for the AeroGels Retrofitted Increases in Survivability (ARIAS) program. SIC Code 8711, NAICS Code 334513, Size Standard $20 M. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of a service/item for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The proposed source is Aspen Systems, Inc. Marlborough, MA. This notice of intent is not a request for competitive quotations; however, the government will consider all quotations/responses received within ten (10) days of the issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See local note H. ""An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
