Description
Z -- Barracks Upgrade & Brigade Headquarters, Bldg. 14, Walter Reed Army Medical Center, Washington, DC. This proposed procurement is Unrestricted. NAICS233320/SIC Code 1522, size standard $27,500,000.00. Estimated cost of construction is between $10,000,000.00 and $25,000,000.00. Completion no later than 540 calendar days. Work consists of renovating building #14 (Abrams Hall), 1976 vintage VOLAR barracks to current Army standards. The Army standard is 1+1 barracks. Building #14 BUP project includes modules that will contain two semiprivate sleeping rooms with built-in closets, a shared service area, and a shared bathroom. Renovation on each floor will include dayrooms, kitchens, laundry, etc. The project will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan. The subcontracting goals are 60% for small business, 15% for small disadvantaged business, 8% for women owned small business, 2% for Hubzone small businesses and 3% for veterans. The subcontracting plan needs to be submitted at time of receipt for proposals. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. Solicitation to be issued o/a 18 Sep 01; opening o/a 18 Oct 01. The media through which the Government chooses to issue this solicitation will be the web site. This solicitation will not be issued in paper.
