Description
The Space and Naval Warfare Systems Command intends to conduct a full and open competition to acquire production of Acoustic Rapid COTS Insertion (ARCI) Signal Processing and Display Systems for SURTASS Mobile Platforms and related SURTASS Shore Processing Sites, and for the Advanced Deployable Systems (ADS). Twelve (12) lots each of hardware, integration and test, training and technical data, and provisioning items are planned for fiscal year (FY) 2002. One Hundred and twenty-five (125) lot options are planned for FY 2002 through FY 2006. The requirement includes supplying the U.S. Navy with acoustic signal processing and display systems for the Acoustic Rapid COTS Insertion (ARCI) system capability on Surveillance Towed Array Sensor System (SURTASS) ships, with SURTASS related processing systems for IUSS fixed shore sites, and with Advanced Deployable System (ADS) shore processing site. ARCI for IUSS is the next generation of acoustic signal and information processing and display hardware, hosting applications that access a UNIX based operating system via a government approved middleware layer. The ARCI -- IUSS hardware will also host the common NAVSEA submarine/IUSS acoustic performance prediction software, as well as IUSS contact localization and fusion applications and contact management database software. Additionally, a portion of the system will include operator workstation software operating on hardware that hosts the Defense Information Infrastructure Common, Operating Environment (DII-COE). The planned five year procurement will include: (1) procurement and design of hardware suites; (2) integration and land based test site testing with government furnished ARCI/IUSS application software; (3) systems and technical engineering services; (4) logistics support to include training conduct, training material development including Computer Based Training (CBT), technical data including test procedures, test reports, and drawings, development of Interactive Electronic Technical Manuals (IETMS), spare parts procurement; and (5) installation on IUSS platforms/sites to include design, installation labor, and testing. SPAWAR intends to award a Cost Plus Award Fee contract for approximately $50M total for one base year and four one year options.
