- Description
- The Uniformed Services University of the Health Sciences (USUHS), the Department of Defense (DoD) Medical School and Health Sciences University, intends to award on a sole source basis, a contract to the Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) for personnel and expert consultants to perform a variety of services related, but not limited to, resource development, center development, and center management and evaluation for a Resource Center for Excellence in Military Nursing Research (RCEMN). The RCEMN is to be a component of the TriService Nursing Research Program (TSNRP), a Congressionally-appropriated initiative directed at military nursing research. The purpose of the RCMNE will be to provide services and support for advancing military nursing research and practice. This center will be expected to provide infrastructure, educational support, and services in order to: 1) stimulate military nursing research, and 2) nurture/retain military nurse researchers and nurse scientists. Under the terms of this contract, HJF will be expected to: 1) Design and develop a repository of resources (expert consultants, military research findings, instrumentation, datasets, databases, state-of-the-science papers, etc.) for use by military nurses in designing, implementing, and disseminating research; 2)Develop and manage a program (including workshops, onsite and offsite support, etc.) designed to improve quality and quantity of proposals submitted by military nurses; 3)Develop, implement, and evaluate strategies for improved implementation of research findings into military clinical practice; and 4) Develop, implement, and evaluate strategies for improved dissemination of research findings. This contract will be cost reimbursable (no fee) for an estimated value of $600,000, and the period of performance will be thirteen months. Due to the short lead time allotted for contract award and to the unique and historical working relationship between USUHS and HJF in the cooperative enterprise of military medical research, it is deemed to be in the best interest of USUHS and the Federal Government to award this contract to HJF. This award is being made in accordance with statutory authority permitting other than full and open competition at 10 U.S.C. 2304 (c)(5), "Authorized or Required by Statute." The proposed procurement is deemed to be in compliance with Public Law 92-426, entitled "Uniformed Service Health Professions Revitalization Act of 1972" and 10 U.S.C. 178 and 2113(j)(1)(A), which authorize USUHS to award contracts on a sole source basis to HJF.
