- Description
- Project Description The Federal Aviation Administration has a requirement for National Environmental Policy Act (NEPA) Environmental Assessments for Lehigh Valley International Airport, Lonesome Pine Airport, and Newport News/Williamsburg International Airport. The estimated price range for this project (all 3 sites) is between $200,000.00 and $250,000.00. Purpose The purpose of this Screening Information Request (SIR) is to obtain information that will allow the FAA to qualify potential offerors. Screening decisions will be based on the Evaluation Factors stated below. Upon completion of the pre-qualification process, qualified contractors will receive the Request for Offers (RFO). Failure to provide the following information shall eliminate the contractor from receiving an RFO. Information must be received by 12:00 AM EST SEP 10,01, and may be faxed to 718-995-5685; Attn: Glenn Fox McCarthy BASIS FOR AWARD Evaluation of proposals regarding this SIR (Screening Information Request) will rely on both the experience of the contractor and his/her personnel. Any contractor failing to meet the experience requirements, as outlined below, will be downselected. All contractors meeting the requirements will be rated equally, and will be sent the RFO (Request For Offers) The Government will, then, award this project to the contractor with the lowest price. The Government reserves the right to award on initial offers without discussions or to conduct one on one discussion with one or more offerors. EA CONTRACTOR EVALUATION FACTORS A. Firm Experience (1) Ten (10) years experience in successful completion of aviation related NEPA environmental assessments. In addition, a standard work product and a list of referrals and current in progress work shall be submitted and reviewed as part of this SIR. (2) Fifteen (15) years total experience in Environmental Services. B. Project Manager Experience (1) Ten (10) years experience in Environmental Sciences. (2) Seven (7) years experience in managing NEPA environmental assessments (3) Degree: M.S. or Ph.D. (4) Professional and educational references shall be submitted and reviewed as part of this SIR. C. Team Member Experience (1) Five (5) years experience in Environmental Sciences. (2) Three (3) years experience in completing NEPA environmental assessments (3) Degree: M.S. or B.S. (4) Professional and educational references shall be submitted and reviewed as part of this SIR.
