Description

This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation N61339-01-T-0103 is issued as a request for quotations and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-27. The solicitation shall be awarded on a sole source basis to Vicon Industries, Haupage, NY, which is the manufacturer and has sole proprietary rights over the design of the item and the existing system of which it is a component. The NAICS Code for this solicitation is 334419 with a size standard of 500 employees. The following items are required: CLIN 0001 (Quantity 1) 128 input X 48 output video matrix switcher with tilting capability and remote RS-232 interface, includes the V1300S CPU and needed matrix board. Delivery shall be made no later than 1 Dec 2001 to Naval Air Warfare Center Training Systems Division, 12350 Research Parkway, Orlando, FL 32826-3224; acceptance shall be made at destination upon delivery. Delivery shall be made FOB Origin. The following FAR/DFARS provisions and clauses, apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.215-5 (DEV), 52.227.19, 52.247-29; 52.252-2; 52.252-5; 52.252-6; 252.204-7004; 252.212-7001, 252.212-7001 (DEV). The following subparagraphs of FAR 52.212-5(b) apply: (11), (12), (13), (14), (15), (19), (20), (21), (22), (24). The following subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of DFARS 252.212-7001 apply: 252.206-7000, 252.212-7001. A completed copy of the following must be included with the quote: FAR 52.212-3, DFARS 252.212-7000. The following clauses also apply: DFARS 252.204-7004, "Required Central Contractor Registration," FAR 52.227-19 "Commercial Computer Software -- Restricted Rights" and NAVAIR 5252.246-9503 "Year 2000 Compliance (MAR 1999):" (a) The contractor shall ensure that all information technology, which will be required to perform date/time processing involving dates subsequent to December 31, 1999, shall be Year 2000 compliant. (b) Describe existing information that will be used with the information technology to be acquired and identify whether the existing information is Year 2000 compliant. (c) Year 2000 compliant means, with respect to information technology, that the information technology accurately processes date/time data (including but not limited to, calculating, comparing and sequencing) from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations, to the extent that other information technology used in combination with the information technology being acquired, properly exchanges date/time data with it. (d) Failures resulting from Government Furnished equipment that is not Year 2000 compliant are not covered under this clause. (End of clause) The DPAS rating for this solicitation is N/A. See Note 1 and Note 22 (forty-five days is changed to read fifteen days). An award shall be issued on or about 17 Sep 2001 (remaining posted for 15 days).
