- Description
- The Uniformed Services University of the Health Sciences (USUHS)intends to award on a sole source basis, a contract to Dartmouth University School of Medicine to accomplish the design study and the design of a proof-of-principle prototype, partial development of a special purpose flat magnet to be used for in vivo Electron Paramagnetic Resonance (EPR) Tooth Dosimetry for use in mobile field operations, and partial development of an integrated alanine dosimeter. Under the terms of this contract Dartmouth University School of Medicine will be expected to:1) design a special purpose flat magnet not yet available that will be used together with existing electron paramagnetic resonance measuring technology to provide viable field dosimetry for assessment of personnel exposure to ionizing radiation in post accident/incident scenarios; 2) design an alanine dosimeter not yet available that can be incorporated into standard issue military gear and analyzed on a compact field-deployable reader. This contract will be cost reimbursement (no fee) for an estimated value of $300,000 and the period of performance will be 24 months. Due to the short lead time alloted for contract award it is in the best interest of USUHS and the Federal Government to award this contract to the Dartmouth University School of Medicine. This award is being made in accordance with satutory authority permitting other than full and open competition at 10 U.S.C. 2304 (c)(5), "Authorized or Required by Statue." The proposed procurement is deemed to be in compliance with Public Law 92-426, entitled "Uniformed Service Health Prfessions Revitalization Act of 1972" and 10 U.S.C. 178 and 2113(j)(1)(A), which authorizes USUHS to award contracts on a sole source basis.
