- Solicitation modification #2 was issued on August 30, 2001 to extend the date set for receipt of Qualification Statements for this requirement from August 27, 2001 to September 28, 2001 @ 4:00 pm. The United States Postal Service is interested in contracting with a licensed Energy Service Provider (ESP) to establish a cost effective supply of electricity generation and related electricity supply management services for it's facilities located within the State of Maine. The Scope of this contract includes providing electricity generation and transmission to an estimated 402 Postal Service facilities serviced by Central Maine Power (310-facilities for 15,187,071 kWh annual consumption), Bangor Hydro Electric Company (56 facilities for 5,277,124 annual kWh)and The Maine Public Service Company (36 facilities for 714,838 kWh annual consumption) Total facilities- 402. Total consumption 21,179,033. The objective of this effort is to aggregate these requirements to obtain a competitive price for an all requirements, firm supply of electricity generation to the designated Local Distribution Company (LDC). The Postal Service is interested in purchasing its current and future requirements from a single qualified ESP should economies justify such a purchasing arrangement but will consider offers to individual LDC(s)providing the offer includes service to all rate classes. To the extent possible, natural gas will be purchased from the selected LDC's for each LDC provided it provides cost savings to the Postal Service. ESP's are invited to submit their qualifications to provide electricity generation to one (1) or multiple LDC's. ESP(s) prequalified as a result of this process will then be invited to submit a price proposal in response to USPS solicitation 3089480-01-A-0306 to be issued on or about October 15, 2001. The term of this contract will be for the period of two years with generation to be supplied effective January 1, 2002. Interested ESP's may obtain a copy of this Request for Qualifications, which further defines the scope of the contract, minimum qualification and submittal requirements, evaluation factors and preliminary consumption data.
