- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to enter on a sole-source basis with Raytheon Systems Company, Inc for a software modification to the AN/APS-137B(V)5 radar system. This system will allow the elimination of the Video Control Unit (VCU) Weapons Replaceable Assembly (WRA). The Royal Netherlands Navy (RNLN), via Foreign Military Sales (FMS) Case NEP-LEV has a requirement for an AN/APS-137B(V)5 radar. The RNLN radar does not require a VCU WRA. Since the RNLN system will not have the VCU, software modifications to the Radar Set Control WRA are required so the system operates properly without the VCU. Raytheon is the sole designer, developer, and original equipment manufacturer of the AN/APS137B(V)5 radar system. The technical data associated with this system remains proprietary to the company and as such they are the only known firm with the knowledge, experience, and technical data required to produce the software modification required in this application. Furthermore, Raytheon owns and operates unique software development and test equipment necessary to develop and verify the modified software. The Government does not have the data rights. It would not be cost effective or possible for the Government to provide to another contractor, the data that pertains to the avionics upgrade or the knowledge and experience that reside at Raytheon. All responsible sources may submit a proposal, which may be considered by the Government in determining whether to conduct a competitive proposal. A determination based on the responses to this notice is solely within the discretion of the Government.
