- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This request for quotation (RFQ) number 01T100026 is for a CD-ROM based course called Investigator 101, available on a sole source basis from Public Responsibility in Medicine and Research (PRIM&R), 132 Boylston Street, Boston, MA. Vendors submitting quotes shall be authorized to re-sell the Investigator 101 CD-ROM and license. Other products will not be considered. The content of the course is based on PRIM&Rs IRB-101 On the Road training program for investigators and research staff. The course contains two presentations: Part 1: The History and Ethics of Human Subject Research, and Part 2: The Top 10 Responsibilities of Investigators. Both talks are divided up into three 10-minute modules and the written transcript of the talks can be viewed simultaneously. The course also includes a comprehensive set of hyper-linked references and reading material. These references include every key regulatory and compliance document necessary in order to understand and implement into practice and procedure the ethical principles and laws that underlie the conduct of research with human subjects. The license covers 42 users. All items shall be delivered FOB Destination to 6100 Executive Blvd, Suite 3B01, Rockville, MD. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 97-26. The NAICS code is 611430 with a small business size standard of $5 million. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2000). and the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (MAY 2001), applies to this acquisition. The Offeror shall submit a fully executed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (JAN 2001), with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items (MAY 2001), applies to this acquisition as well as the following clauses sited therein: 52.222-21, Prohibition of Segregated Facilities (FEB 1999); 52.222-26, Equal Opportunity (FEB 1999); 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (APR 1998); 52.222-36, Affirmative Action for Workers with Disabilities (JUN 1998); 52.225-3, Buy American Act -- North American Free Trade Agreement -Israeli Trade Act -- Balance of Payments Program (FEB 2000); 52.225-13, Restrictions on Certain Foreign Purchases (JULY 2000); 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractor Registration (MAY 1999). Quotations will be evaluated on a best value, all-or-none basis. This notice is not a request for competitive proposals. Firms having the ability to provide the CD-ROM and license stated above shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s), and phone number(s); technical literature; GSA schedule number, if applicable; and pricing. A determination by the Government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference RFQ number 01T100026 when responding to this synopsis/solicitation. Receipt of quotation shall be no later than 3:00 p.m., local time, September 15, 2001.
