Description
Fleet Industrial Supply Center (FISC) -- Detachment Philadelphia intends to acquire, on behalf of the NJROTC Program Manager (CNET OTEJ), Pensacola, Florida, facsimile NJROTC Springfield MK5 MOD 1demilitarized drill rifles. This procurement will be 100% set-aside for small businesses. The anticipated release date of the solicitation N00140-01-R-G605 is on or around 20 September 2001. The weight, balance and physical dimensions of the replica must be identical to a demilitarized Springfield MK5 MOD1 in accordance with DOD instruction. An NJROTC demilitarized Springfield MK5 MOD1 will be made available to the eventual contractor as an example for replication. The goal of the replication of the rifle is to make a more-durable, cost effective, standardized drill rifle for Naval Reserve Officers Training Corps (ROTC) programs. The stock for the rifles must be black, one-piece solid construction of a polymer-based, high-impact, grade composite material suitable for injection molding. Metal parts other than stock are to be constructed of steel and heat treated to RC 40 to RC 50 using high-grade steel that will not distort, bend or warp during impact with hard surfaces. Other specifications are as listed below: 1. Each rifle must be individually serialized on the top of the receiver assembly in front of the bolt. 2. Bolt assembly must be operational and conceal the void chamber of the barrel 3. The butt plate must be identical to the original butt plate in its configuration to fit the replica 4. The drill rifle must contain as few parts as possible by design; less than 15 major parts including the stock. Minor parts not included are hardware, such as screws. 5. All parts must be designed for easy replacement by the user without the use of special tooling or equipment. 6. All parts must be interchangeable from one drill rifle to another of same and different production batches. 7. All parts must be replaceable 8. All metal parts must be treated and finished to prevent corrosion. Finish must be durable and meet or exceed requirements of the drop test (detailed in the complete Statement of Work) 9. Capability to produce new and replacement parts for continued support is required 10. Trigger assembly is not to be operational. The first batch of ten (10) production deliverables will be tested for acceptance by the Navy. Shipping specifics are detailed in the complete Statement of Work. The quantity for production is as follows: 10 EA 100 days after date of contract (ADC); 895 EA 130 days ADC; 895 EA 160 days ADC; 3300 EA 30 June 2002; 3960 EA 30 June 2003; 3960 EA 30 June 2004; 3720 EA 30 June 2005; 3360 EA 30 June 2006.
