Description

Development of a systematic design approach for low water stream crossings. The consultant shall provide all deliverables at scheduled times as detailed in Table 1. The materials shall be sent to the FHWA project contact person at the scheduled times for a period of review and comment by the task committee. A summary of findings in the final report will either be presented as a conference proceedings paper or published in an engineering journal. The following deliverables from Table 1 will be required: 1) Draft compilation of existing data: literature review, surveys, interviews, and specifications and details; 2) Final compilation of existing data; 3) Outline/architecture of design approach; 4) Complete draft of design approach; 5) Draft final report; 6) Draft LWSC designs and specifications on CD-ROM; 7) Camera-ready copies of final report; 8) Electronic copies of final report; 9) Final LWSC designs and specifications on CD-ROM. The level of effort will be divided into 3 activities: literature review, decision making methodology and design guidance, and final report. Selection criteria of the consultant will be based on cost proposal (60%), and past performance and technical proposal (40%). The past performance and technical proposal evaluation factors are listed in the following descending order of importance: a) past performance on similar contracts; b) overall technical approach; and c) specialized experience and technical competence of proposed personnel in the type of work required.
