Description
Marine Corps West Coast COMS: This is a nationwide competitive 100 percent Small Business Set-aside. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL has a requirement to solicit for the Marine Corps Systems Command (MARSYSCOM) for Contractor Operation and Maintenance Services (COMS) with full supply support for Marine Corps Ground Training Ranges/Devices at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, CA, Marine Corps Base (MCB) Camp Pendleton, CA, Expeditionary Warfare Training Group Pacific (EWTGPAC) Coronado, CA and Marine Corps Reserve Center (MCRC) Riverton, UT. Contract Award is anticipated for 30 May 2002. The North American Industry Classification System (NAICS) code is 541330 -- Engineering Services. Training Ranges and Devices under this effort include, but are not limited to, Infantry Platoon Assault Range (IPAR), Infantry Squad Assault Ranges (ISAR), Infantry Squad Defense Range (ISDR), Armor/Anti-Armor Live Fire Tracking Range (AALFT), Multi-Purpose Machine Gun Range (MPMGR), Multi-Purpose Range Complex (MPRC), Unknown Distance Ranges (UDR), SEAL/Sniper Range, Infiltration Course, Combat Pistol Course (CPC), Infantry Squad Battle Course (ISBC), Infantry Platoon Battle Course (IPBC) MOUT Assault Course (MAC), Urban Quick Reaction Course, Combat Arms Exercise (CAX) Target Systems, Combined Armed Staff Trainers (CAST), Precision Gunnery Training Systems (PGTS), Portable Infantry Target System (PITS), Real Property Maintenance (RPM) on Target Berms MCB 29 Palms, NIDA Radio Trainer, Analog Radar Trainer, Minor Training Devices, Training Set Fire Observation (TSFO), Light Armored Vehicle Turret Trainer (LAV-25), Light Armored Vehicle -- Full Crew Interactive Simulator Trainer (LAV-FIST), Tactical Video Network (TVN) System, Improved Moving Target Simulator (IMTS), AAV Maintenance Trainer (11H90), Tactical Video Network, LOMAH Ranges MCAS Miramar, LAV-25 Turret Trainer (Reserves) and Precision Gunnery Training Systems (PGTS) (Reserves). Berm Maintenance shall be provided on specific ranges at 29 Palms. Simulator operators shall be provided for specific devices. The Contractor shall provide all labor, materials, consumables, equipment, tools and test equipment, and transportation necessary to maintain the training range systems equipment and devices in a fully operational condition. The anticipated COMS contract will be a firm-fixed-price (FFP) service contract awarded on a low-price, technically acceptable basis. Initial award will be for a 30-day phase-in period beginning 01 August 2002, followed by a one-month COMS lot, followed by four twelve-month COMS lots, a nine-month COMS lot and a one-month transition lot. This effort is follow-on to COMS contract N61339-97-C-0074. A Pre-Proposal Conference followed by a Site Visit will be conducted at MCAGCC 29 Palms (22-24 Oct 2001) , MCB Camp Pendleton (25-26 Oct 2001) and Marine Corps Reserve Center, Riverton, UT for the LAV-25 Turret Trainer (29 Oct 2001). A Conference/ Site Visit will be scheduled for EWTGPAC Coronado for the TSFO based on positive responses by 05 October 2001. The LOMAH Range to be located at MCAS Miramar is pending installation with Contract Support Date (CSD) anticipated in 1st Quarter of FY03.
