Description

This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-01-Q-0314 applies and is issued as a request for quotation (RFQ). The proposed contract is 100% set-aside for small business concerns. CLIN'S 0022 thru 0027 items are located at Palomar and are to be shipped in place. Delivery is required F.O.B. Destination within 120 days after award. Final inspection will be at NSWC Crane IN. This requirement is sole sourced to Palomar Communications, Rancho St. Margarita, CA. The Government does not possess complete specifications/drawings to allow for adequate competition. Palomar is the original equipment manufacturer and is in possession of all required specifications/drawings. This equipment must integrate with the existing system in terms of form, fit, function, and compatibility. A Certificate of Conformance (COC) is required for all items with a DD250 to be signed at NSWC Crane IN. Selection for award will be based on past performance and price. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. The Government property to be furnished hereunder shall be by the Contracting Officer, Naval Surface Warfare Center, Crane IN 47522-5001. The Government property to be furnished all has an acquisition cost of $12,000.00 ea. After evaluation for repair is completed, the contractor will submit a written quote for repair, which shall include an itemized breakdown of parts by part number, labor hours and labor rate. The Contracting Officer will respond in writing within 60 days to either modify the order to increase funding to allow for the complete repair, or to have the equipment returned unrepaired. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
