- The USDA, Agricultural Research Service (ARS), Midwest Area, requires a QP-5050A EI, PCI & NCI Standard Vacuum System with advanced data station / 17" monitor and Lab Solutions Software for GC-MS; EI-CI softswitching: 900 mass upper limit (Brand Name or Equal) or its equivalent, to be furnished and delivered (F.O.B. Destination) to the USDA-ARS-Cereal Crops Research Unit at the Dept. of Agronomy, 1575 Linden Drive, Madison, WI 53705. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 101-CCRU-009 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is 100% set-aside for small businesses. NACIS Code 333111 with a corresponding size standard of 500 employees applies to qualify as a small business. ITEM: QP-5050A EI, PCI & NCI Standard Vacuum System with advanced data station / 17" monitor and Lab Solutions Software for GC-MS; EI-CI softswitching: 900 mass upper limit. 1. GC-MS system including a GC-17A gas chromatograph, quadrupole mass spectrometer with prequadrupole design to reduce the need for main quadrupole cleaning, a 145L/second turbomolecular pump capable of operation with 0.32mm ID and smaller capillary columns, two rotary pump and Enhanced Data Station (including 17" monitor and appropriate lab-solutions software for GC-MS). GC-MS requires a mass range of 10-900AMU and a maximum total flow of 5mL/min. System must have a low noise conversion dynode detector for enhanced sensitivity. System must be capable of PCI and NCI and be capable of soft-switching from EI, PCI, NCI, and DPI; 2. Direct Insertion probe (DI-50) for insertion and vaporization of liquid or solid samples in the MS ionization chamber thereby bypassing the injector. DI probe must be capable of staying in place for all modes of operation; 3. Autoinjector system kit capable of interfacing with accessory to handle 150/96 vials. Must be capable of standard liquid injection, OCI and PTV/LVI with no modifications; 4. Sample handling accessory providing for injection of up to 150 -- 1.5 uL vials or 96 -- 4.0 uL vials and must be operable through GC-MS keyboard and software. Control parameters must include injection speed, port dwell time and mode including traditional and solvent flush; 5. Wiley Registry of mass spectral data, 7th edition containing 390,000 different mass spectra of over 316,000 chemical compounds supplied on CD-ROM, for use in sample identification. Please provide pricing and product literature for any additional application accessories for future expansion of the system. DELIVERY: The equipment, all required documentation and orientation shall be delivered (F.O.B. Destination) to the USDA, ARS, Dept. of Agronomy, 1575 Linden Drive, Madison, WI 53706. Delivery of all equipment the Operations and Maintenance documentation shall be made within 8 weeks after receipt of the purchase order, and shall be delivered within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl. Federal holidays. Contractor-if this is not a realistic date please make note in your quote of a realistic date of delivery. Prices should reflect that they are FOB Destination and price will include everything identified above. Destination is the USDA, ARS, Dept. of Agronomy, 1575 Linden Drive, Madison, WI 53706, Attn: Cynthia Henson. The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the equipment and/or services to be provided under this contract. Inspection and acceptance will be performed at USDA, ARS, Dept. of Agronomy, 1575 Linden Drive, Madison, WI 53706. The invoice shall be submitted in an original and mailed to the Contract Officer located at USDA, ARS, Dairy Forage Research Center, 1925 Linden Drive West, Madison, WI 53706.
