- 69 -- COMMERCIAL AREA ANNOUNCEMENT (CAA)/INNOVATIVE IDEAS SOUGHT FOR A RECONFIGURABLE TRAINING SYSTEM (RTS) The Department of the Navy is seeking potential sources with the capability to DEMONSTRATE the following: A Commercial Off the Shelf (COTS) software product that can utilize the resources of the Advanced Electronic Classrooms (AEC) located at the Navy Surface Warfare Officer School (SWOS) to provide training on contemporary Naval Surface Combat Systems (AEGIS, SSDS, ACDS, etc). The RTS shall be a PC based system that provides simulated tactical operator consoles for individual and team training. The training capability shall be provided in a classroom mode or a virtual mode. The RTS shall utilize COTS software that allows changes including additional console representations without modification of core proprietary software. Written responses to this CAA should consist of the following: 1)Submission of the capability of the COTS software for: (a) Simulation fidelity, (b) Team training, (c) HLA interoperability, (d) Exercise control, (e) Scenario generation, (f) Audio communications, and (g) Development tools 2) A rough estimate of the price of each COTS product to include specific software licensing information/fees (if any) 3) a discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Navy customer 4) a discussion of any potential participation by small, Hubzone small, small disadvantaged or woman-owned small business concerns 5) a statement as to whether the firm responding to the CAA is a small business for the NAICS code that pertains to the product being offered. A set-aside decision will be made based on submission of this data. A copy of the Preliminary Draft Mission Needs Statement for this requirement can be found on our web site at http://www.ntsc.navy.mil/Ebusiness/BusOps.BusOps.htm. This CAA is published for informational purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this CAA. No funds are available to pay for preparation of responses to this CAA. More than one software product and more than one approach may be submitted to fulfill this requirement. Government evaluators will travel to the firm's facility for a DEMONSTRATION of the software products submitted. It is requested that any written responses be submitted in time to be received by 1:00pm Eastern Standard Time on 22 October 2001. All firms responding to this CAA will be notified if a requirement is solicited. Small, HUBZone small, small disadvantaged, and women-owned small business concerns are encouraged to submit responses to this CAA. The Department of the Navy will use the responses to the CAA to make an informed decision concerning the strategy it will pursue to meet its objectives and, if the Department of the Navy elects to proceed with a procurement, to structure the solicitation to maximize commercial sector interest and encourage truly innovative and imaginative proposals.
