Description

Notice of intent to negotiate on a sole source basis with Titan Corporation., San Diego, CA, to provide service to conduct research and development of Virtual C4I environments to support distance learning at the Naval Postgraduate School (NPS), Monterey, CA. Service is required to support command staff collaborative planning using current and emerging tools and techniques. Statement of Work: 1. Working with NPS instructional designers, develop C4I instructional learning objectives and learning activities for a web-enabled distance learning course. 2. To achieve learning objectives, design a Marine Tactical Warfare Simulation (MTWS) scenario that will stimulate the global command and control system through the MTWS scenario message replay training tool (M-SMRTT) C4I interface software. 3.Develop courseware web pages for insertion into the NPS distance learning system (blackboar d). 4. Demonstrate application of the M-SMRTT C4I interface software to drive a web-enabled learning activity for C4I instruction. Deliverables: Informal technical report and batch files used to initialize MTWS scenario(s) developed to drive the real-world C4I system due at end of performance. Contractor personnel needing access to the NPS laboratory must have secret clearances. Titan Corporation is the sole developer and maintainer of the MTWS system, including the specialized MTWS scenario message replay training tool (M-SMRTT) software component used to provide a time-driven stream of recorded C4I messages to real-world C4I systems. No other company possesses this foundation in the application of MTWS and MTWS-related tools for creation of the NPS Virtual C4I environment. Titan owns the proprietary MTWS software, including the M-SMRTT C4I interface component key to acco mplishment of the requirements of the sow. The Government possesses unlimited rights to use this software for research and training, but does not provide source code to agencies such as NPS for the purpose of software modification or enhancement. All changes to MTWS software are controlled through the Marine Corps Configuration Change Board, and Titan performs all changes. Request for oral quotation being utilized. Anticipate FFP. Anticipated award date 10 Sep 01. Period of Performance: Est. 10 Sep 01 through 10 Jan 2002. Place of performance-The prototype Virtual C4I demonstration on-site, other work at contractor's site. Justification and authority is FAR 6.302-1.
