Description

The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, U.S. Air Force Academy 10th Civil Engineering, Colorado Springs Colorado, intend to procure on a Sole Source basis from Environmental Systems Research Institute, Inc. (ESRI), 380 New York St., Redlands, CA 92373, 888-377-4575, the following services: renewal of site license maintenance. The contractor shall provide all software and technical support to the USAF Academy. Provide mapping and client specific applications, developed using the ESRI line of software products. In addition, all current applications under contract are being accomplished using ESRI software. A SOLICITATION WILL NOT BE ISSUED as a result of this CBD. Only one order will be issued for this requirement, no partials. PURPOSE: Renewal of this site license maintenance agreement allows the Dean of faculty's Geography Department to use the current ESRI Academic Site License for teaching all Geographical Information Systems coursework to the Cadets. In addition, they also develop specific GIS client applications in support of Cadet coursework and other GIS users on the Academy. IMPACT: The Air Force Civil Engineering Automated Strategic Plan states "Geospatial Information Systems software must be compatible with all DOD Federal and Non-Federal agencies." The software included in this Site License meets this requirement. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Award of this contract to another company will jeopardize the performance of the mission by making all the existing GIS data non-usable. Concerns having the ability to furnish the above services/supplies are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
