Description
The U. S. Department of Commerce, National Oceanic and Atmospheric Administration, Aircraft Operations Center, intends to procure aircraft inspection, maintenance and repair for a 1978 Cessna Citation model, 550 fixed wing aircraft N52RF, serial number 550-0021 unit 0021. The contractor shall provide all labor, materials, equipment, special tools and facilities to comply with inspections and any other maintenance discrepancies on the aircraft when it arrives at the contractor's facility. The Government shall be responsible for delivery of the aircraft to the contractor's facility. The contractor shall provide the following work: Phase Inspections 1 through 4, Phase Inspection 7, and Phase Inspection 35 on Cessna Citation N52RF. The contractor shall be responsible for all Federal Aviation Administration (FAA) and Aircraft Operations Center (AOC) documentation and logbook entries. The contractor must have access to the CESCOM Citation maintenance tracking system and comply with all requirements of that system. All items are to be provided by the contractor in new condition and shall be properly tagged in conformance with FAA regulations. The contractor shall obtain instruction regarding the disposition of non-exchangeable items from AOC Maintenance Officer. The contractor shall, at its own expense, provide and maintain hull liability insurance of no less than $2,000,000.00 to insure against any loss or damage to government property. Parts and material furnished on these inspections, repairs, and modifications will be warranted to be free from defects and workmanship for a period of one year of service or 500 flight hours, whichever occurs first, from the date of government acceptance. The Government shall be responsible for delivery of the aircraft to the contractor's facility. The following criteria will be used to evaluate the contract: (1) Must have maintained or repaired the same model aircraft within the past six months. (2) Must submit a copy of FAA Repair Station Certificate, or Cessna Citation Service Center documentation. (3) Must submit Proof of Insurance documentation. (4) The Contractor's facility must be located within the operational area of the aircraft (North-Central area of the U. S.). (5) Must indicate the discounted percentage off of list price of parts. (6) Must have the capability to supply fuel under pre-existing Government contract. (7) Must have factory trained technicians on staff. (Provide proof). (8) Number of work shifts in a 24 hour day (non-overtime). (9) Must provide a copy of offered warranty with the SF18 and Representations and Certifications. SIC code number 7699 applies. This simplified acquisition is under the authority of FAR Part 13. The solicitation will be available five calendar days after publication of this announcement, on or about September 10, 2001.
