Description

Under the authority of FAR 6.301-1 the Bureau of the Census(BOC) intends to award a sole source contract to Stanley Matchett to provide expert assistance as a census field operations specialist. The position requires a specialist with decades of experience with census field operations and strong communications, writing, and editing skills. Experience is required in analyzing, designing, and implementing infrastructures, field operations procedures, time lines, and information systems. A thorough knowledge/understanding of Census field operations is necessary as well as the ability to prepare and document business cases studies and operational plans. In addition, the contractor communicate with large numbers of personnel across the Bureau, both within and outside of the BOC Field Division. The period of performance of this contract will be from date of award through September 30, 2002 with the option to extend for 4 one year periods. It is the BOC's belief that Mr. Matchett is the only responsible source to provide this service. Interested contractors shall respond, in writing, showing clear and convincing evidence that competition would be advantageous to the government. In doing so, interested contractors must submit technical capabilities, pricing and other information that demonstrates their ability to meet the BOC's needs. No solicitation document is available. No contract will be awarded based on offers received in response to this notice. If no affirmative written response is received within 15 days from the date of this synopsis, a sole source contract will be issued to the proposed contractor without further notice.
