Description
The U.S. Department of State intends to conduct a competitive procurement for a contractor to supply computer software, which will provide best practices Commercial Off-The-Shelf (COTS) technology to assist in Fund Raising activities of the Office of Fine Arts and U.S. Diplomacy Center. This procurement will be set-aside 100% for small business. North American Industry Classification System Code is 421430, with a small business size standard of 500 employees. The computer software, commonly referred to as a ?fund raising system,? must follow federal accounting standards and methodologies, and conform to generally accepted accounting practices for not-for-profit organizations. As part of the supply of a fund raising system, the vendor will provide training, data conversion services, implementation assistance, and maintenance. The software shall be fully operational under the fund raising system within 60 calendar days of award. The fund raising system must operate in an Open Architecture, Oracle database, Microsoft Windows NT? environment, allow integration of third party report writing tools, and operate on an Intel Pentium? 4 workstations and servers. The immediate requirement is for six (6) user licenses with an estimated total of eighteen (18) software licenses over the five-year period. =20 MANDATORY SOFTWARE PRODUCT REQUIREMENTS: The software shall include the following mandatory requirements for the basic functions for ?Fund Raising System?: (1) Manage the mailing list to constituents for solicitations, newsletters or other mailings. (2) Track all donations or other funds received. (3) Manage contacts by postal mail, email, voice or in-person including acknowledgement of donations, gifts or services. (4) Track donors, donations and activities by various metrics. (5) Provide listings, labels, mail merge addressing based on multiple selection criteria, indexes and formats. Provide special event participation listings, table arrangements and seating charts. (6) Track constituent membership in committees. (7) Track constituent skills, resume and job/activities (8) Track constituent or other attendance and participation at fund raising activities, appeals, campaigns, educational activities and events. (9) Manage mailing list subsidiaries to include multiple addresses, spousal information and titles, family members and connections to organization(s). (10) Manage multiple fund-raising activities, events, appeals or campaigns, or educational activities. (11) Track historical participation in fund-raising activities, events, appeals, campaigns and educational activities by constituents and volunteers. (12) Provide extensive and separate note (comment) capability associated to constituent members, donor class, end user defined codification or end user defined grouping. (13) Provide browse names for lookups, look up by last name, or partial name, look up by title or partial title, look up by affiliation or company name or partial affiliation, look up by City, Zip Code, State, country, etc. (14) Provide key word lookup (search) for specified text fields. (15) Group information by committee membership, donor classes, appeal or fund raising types, constituent giving ranges, constituent giving increase or decrease propensity, interest classes, source (referral), amount and type of donation, and user defined field(s). (16) Provide export of information to word processor (MS-Word). (17) Provide import of information from delimited text files and industry standard databases. (18) Provide field level Help in user view. (19) Provide user access by view, group, appeal, activity, event, meeting, etc. based on user (role) privilege or system access rights. (20) Provide name and address validation for duplicates. (21) Provide field validation by user defined rules at the time of data entry. (22) Provide field level end user (by role) security. (23) Process gifts and payments including gifts-in-kind, cash and securities. (24) Process pledges and set up pledge payment schedules. (25) Acknowledge donors: automatically generate donation receipt, thank you letter and envelope. (26) Split transactions among multiple designations. (27) Process tribute and memorial gifts. (28) Provide batch entry. (29)Provide donation assignment to accounting fund classifications. (30) Provide free form donation comment/reference information recorded at time of posting. (31) Provide donation pledge management for multiple appeals (events, activities, etc.) including pledge reminders across multiple years, pledge payment history and current pledge balance. (32) Comply with FASB, AICPA, IRS reporting standards. The mandatory software requirements will be evaluated on a pass/fail basis. Any offeror who does not meet all thirty-two (32) of these requirements will be eliminated from the competition and will receive no further consideration. Offerors who meet all the Mandatory software requirements will then be evaluated on their ability to meet the other technical factors as provided in the solicitation. Required delivery of software shall be no later than 20 days after receipt of award. Award of a Firm Fixed Price contract, with a Base Year and 4 Option Years is anticipated.
