- Description
- The Volpe National Transportation Systems Center (Volpe Center) intends to procure on a non-competitive basis with Intelligent Decision Technologies, Inc. (IDT), to continue the development of a Hazardous Materials Inspection Program (HMPIP-2). The purpose of the new HMPIP is to build a data collection and retrieval software to collect, store and report on hazardous material shipper data using a comprehensive and web accessible centralized hazardous material shipper database. This requirement is for Phase 2, the central database server, this phase needs to be completed in order to implement the system. This Phase is to complete the parent side of the system, integrate it with the client side of the system and deploy it as a functional system for use by the Federal Motor Carrier Safety A dministration (FMCSA). The parent application web server will be procured by and housed at the Volpe Center. This procurement will be processed in accordance with FAR Part 13. This proposed action is for services or supplies for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR Subpart 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. A detailed Statement of Work will be set forth in the RFQ. Small Business firms classified under NAICS Code 54199 that are interested in propo sing on this requirement must respond in writing no later than 15 days from the date of this publication. Small Business firms must have: 1. Detailed knowledge of the code created to complete Phase 1; 2. Knowledge of the application goals, users and business rules needed to complete this Phase. Interested firms are requested to submit a minimum of 2 pages but not more than 5 pages of descriptive documentation describing a system comparable to the HMPIP listed above.
