Description
17. This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Robbins Scientific, for an upgrade from a Hydra96/AW to a Hydra96/PP, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Hydra96A/W is manufactured by Robbins Scientific, therefore the upgrade to this unit is proprietary to the original equipment manufacturer. In order to maintain the integrity of the warranty on this piece of equipment the upgrade must be purchased and installed by the original manufacturer. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI # RML-00005). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 (through 04/25/01). This acquisition will be processed under FAR Part 12 -- Acquisition of Commercial Items and is a total Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 334516 and the size standard is 500. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis currently has a Hydra-96AW which is a 96 tip liquid handling station. This liquid handling station is used to prepare sequencing samples, TaqMan samples and all other samples which require a 96 well configuration and high throughput. Current liquid handling equipment in the form of the Hydra96AW and laboratory programmable pipettors cannot meet the required throughput of this machine. The LHBP intends to upgrade the Hydra96AW via the installation of an Automated Plate Positioner and DuraFlex needles to a Hydra-96PP. The system must meet the following salient characteristics: 1).allow automated condensation of 4x96 well plates into one 384 well plate; 2) allow fully automated, walk-away 384 well condensation in order to meet the 384 well requirements of the 7900HT; 3) allow efficient liquid handling, durability and high speed liquid dispensing in the plate positioner via DuraFlex needles. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT.
