Description

The Defense Information Systems Agency (DISA) intends to award a sole source contract for Valicert software licenses and certificates. This sysnopsis is a notice of intent to issue an award that is other than full and open competition. The determination of the Government not to open this requirement to full and open competition was made IAW 6.302-1 and 10 U.S.C. 2304(C)(1) and is solely at the discretion of the government. The intended sole source for this requirement is Valicert, Inc. at 339 N. Bernardo Avenue, Mountain View, CA 94043. Items being procured are Validation Authority software production supports 7500 certificates, and 8x5 maintenance and support for Validation Authority Software for one year. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested from Valicert, Inc. and a written solicitation will not be issued. Request for Proposal DCA100-01-T-4458 applies to this action. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items applies to this acquisition. The offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The priced proposal must be complete and accompanied by supporting materials, information other than cost or pricing data, which substantiate the proposed price. The clause at Far 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. This will be a firm fixed price purchase order. This contract will be awarded using the "Test Program for Certain Commercial Items," as defined in FAR Subpart 13.5. Offers are due to the Contracting Officer NLT 4:00PM EST 20 September 2001. All responsible sources are encouraged to submit a proposal which shall be considered. See Numbered Note(s) 22.
