- Description
- This is a combined synopsis/solicitation notice for Commercial Consulting Services for the development of a Visual History Program for the National Imagery & Mapping Agency (NIMA). The North American Industry Classification System Code assigned is 541820 with a size standard of $5,000,000. This notice has been prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses are those in effect through Federal Acquisition Circular 97-25. All clauses and provisions should be read and reviewed carefully, as they provide submission instructions and/or contain fill-ins. FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items (Evaluation Factors -- Proposals will be evaluated based on the factors identified below in the order of relative importance: (a) Technical [Past Performance will be evaluated as part of Technical] & (b) Price); FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Offerors are advised to include a completed copy of this provision with their offer); FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (appropriate clauses will be checked at the time of award); 52.239-1, Privacy or Security Safeguards; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (appropriate clauses will be checked at the time of award); 5X52.227-9000, Unauthorized Use of NIMA Name, Seal & Initials; 252.204-7000, Disclosure of Information, and FAR 52.232-33 Payment by Electronic Funds Transfer -- Central Contractor Registration. In order to receive an award, the contractor must be registered with the Central Contractor Registration (CCR) Database as prescribed in DFARS 252.204-7004. The CCR Database can be obtained by accessing the Internet or calling 1-888-227-423. Additionally, a Key Personnel clause will be included with this order. The project will have high visibility involving the history of NIMA, therefore requiring the highest professional historical standards. ITEM 0001 Consultant Services; APPROX. 350 Hours; SCOPE OF WORK. All prices listed are firm fixed prices. Contractors will provide professional advice with consulting services as well as historical works of art as follows: Item NO.(1) the Contractor shall provide approximately 350 hours Consulting services that will include: while always working to professional museum quality standards, advice and assistance with inventorying and establishing accountability procedures for historical artifacts in NIMA custody; developing internal charge out and external loan procedures for those artifacts; advising on artifact selection, storage and curation requirements; advising on and assisting with the proper procedures for working with other museums on loans, joint exhibits and artifact research, shared inventories, and shared artifact solicitation; and, assisting NIMA staff with displays, posters, exhibits, and participation at meetings relating to the NIMA visual history program.Item NO.2 The Contractor shall provide two(2) paintings. Delivery of Historical NIMA art will include the development of the image themes concept in coordination with the government project manager identification and selection of the artist,general supervision of the artist in producing the work, Coordination between the artist and the government project manager for image research and accuracy of the historical facts depicted. The final step will be the selection and acquisition of the frame for the finished work. Deliverables will consist of Written description of theme; Selection of the artist, Preliminary sketch of final image, Final artwork for agency approval, and delivery of the framed finished and approved painting. Period of Performance shall be for 12 months from the date of award. This requirement will be awarded to one vendor; there will be no split awards. At the time of award, the potential offeror must be eligible for a "Secret Level" clearance. All responses to this solicitation shall include a resume and are due on 20 September 2001,3:00 PM EST.
