- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NDR010121 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This project is set-aside for small businesses under NAICS code 333111 for rangeland seed drills as described herein. The small business size standard is 500 employees. Proposals shall be submitted for the following line item as follows: quantity 16, unit each, unit price=_____, total=_____. Successful contractor shall delivery 16 rangeland seed drills (drills), Laird Model B-B or Metal Masters Model RM-10, or approved equal, with additional modifications as described. All drills shall be delivered F.O.B. destination to the Bureau of Land Management (BLM) Shop, 100 Oregon Street, Vale, Oregon 97918 within the following time frames: 3 drills within 260 calendar days after receipt of notice of award; 6 drills within 545 calendar days after receipt of notice of award; and the remaining 7 drills within 30 months after receipt of notice of award. These dates were established based upon market research for manufacturing lead times. Proposals may indicate different delivery dates. Salient features are: 1.) Mounted on pneumatic-tired (10-ply, at least 1100x28 wheels); 2.) Wheels provide mechanical rotation of the feed and agitators; 3.) Disk opener arms move independently and freely up and down by pivoting on pins mounted on the main frame; 4.) Drill must be constructed to allow transport of at least 2 drills on an 18-foot long truck or trailer; 5.) Arm pin blocks on main frame must utilize Torrington races; 6.) Utilize a triple-lipped scaled bearing on both sides of all arms for the disc opener shaft; 7.) Weight must not exceed 5,000 pounds (+/-500 lbs.); 8.) Provide parts book and operators manual (including calibration instructions). For eight of the drills, components shall include: 1.)Six seed boxes, including two for grass seed, two for small seed such as legumes, and two for fluffy seed like winter fat. Components for the remaining eight drills are: 1.) Four seed boxes, including two for grass seed, and two for small seed such as legumes; 2.) Fluffy seed box, (A) Speed changer to regulate the fluffy seed box independently of the other boxes; (B) Vertical row dividers to prevent sliding of seed when seeding on slopes; (C) Auger agitators that push the seed from both ends toward the center of the box; (D) Picker wheels to grab the seed from the box. Warranty requirements: one year parts and labor. The following provisions/clauses are incorporated into this announcement -- FAR 52.212-1 Instructions to Offerors-Commercial Items (OCT 2000), 52.212-2 Evaluation-Commercial Items (JAN 1999), 52.212-3 Offeror Representations and Certifications-Commercial Items (MAY 2001), 52.212-4 Contract Terms and Conditions, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2001), 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998), 52.252-2 Clauses Incorporated by Reference (FEB 1998). Proposals shall include: 1.) Descriptive literature or other documentation verifying proposed equipment complies with specifications; 2.) Proposed delivery schedule; 3.) Warranty information; 4.) Repair and parts availability statement; 5.) Price per rangeland seed drill, F.O.B. destination; 6.) Company experience with producing rangeland seed drills; 7.) References of previous customers, including names and telephone numbers; 8.) completed copy of the representations and certifications in 52.212-3. The Government will award a contract resulting from this solicitation to the responsible contractor whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and past performance. Payment under the resultant contract will be made by the Government by electronic funds transfer (through the Treasury Fedline Payment System (FEDLINE) or the Automated Clearing House (ACH)).
