- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with Verizon Federal, Inc., of Washington, DC. for the acquisition of protection against disruption of local access facilities of critical voice and low-speed (DS0 and below) data circuit communication service, between the NWS Telecommunication Gateway and Verizon's Central Office. The local exchange circuits will be transferred from baseband facilities to multiplexed channel facilities with diverse routing to Verizon's serving central office. The contractor shall provide all of the equipment and services required to protect the designated critical circuits in the event of an unscheduled outage or cable cut. The contract shall be for a 60 month period commencing on Oct. 1, 2001. A firm fixed-price contract is contemplated. This procurement will be done under FAR Part 12, acquisition of commercial items. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. To be considered an affirmative response, all written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements, and information on past performance of similar requirements. In your response, you must address the requirement in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication to this synopsis.
