Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FU044112360100/FU04412360300 and the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. (iv) This is a total small business set-aside. The associated North American Industrial Classification System code is 334119 and the small business size standard is 1000 employees. (v) There are thirteen (13) contract line items. Quantities are shown on the attached bid schedule. (vi) Purchase a Remote Console Solution to provide KVM switching over IP for 2 separate buildings. Both buildings will be awarded on an all or none basis with delivery, installation, configuration and training to be accomplished at one time, consecutively. The descriptions of the items being procured are listed on the attached bid schedule. See paragraph (viii) below if proposing "or equal" items. (vii) Request delivery of the equipment, installation, configuration, and training be accomplished within 45 days after receipt of order and request acceptance at FOB point Scott AFB IL. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Change Subparagraph (b)(4) to include the following: If quoting "or equal" items, offeror must submit complete technical literature demonstrating product equivalency for review. Change Subparagraph (b) (5) to include the manufacturer's one-year commercial warranty on all equipment. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to FAR 52.232.33 Mandatory Information for Electronic Funds Transfer Payment. (ix) The FAR provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: technical capability and price. Technical capability is more important than price. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be submitted with quote. The provision may be copied from website www.arnet.gov/far. Quote will not be considered without completed provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. The clauses at subparagraph (b)(12), (b)(13), (b)(14), and (b)(15) of 52.212-5 are applicable. (xiii) The clauses at DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, and DFARS 252.212-7004, Required Central Contractor Registration apply to this acquisition. DFARS 252.225-7001 in DFARS 252.212-7001 applies. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) The Commerce Business Daily numbered Note 1, 100% small business set-aside, applies. (xvi) Quotes are due to this office NLT 4:00 p.m. CST on 14 Sep 01.
