- This is the second notice issued in advance of a full and open competition Request for Proposal (RFP) for the purpose of seeking qualified sources for an upcoming acquisition and announcing GPS III Industry/Lab Days for the System Definition/Risk Reduction (SD/RR) effort. PROGRAM OVERVIEW: The GPS III program objective is to preserve and build on the successes of the Navstar Global Positioning System (GPS) by creating a new architecture for the assured delivery of enhanced position, velocity, and timing (PVT) signals, and related services to meet the needs of the next generation of GPS users. The GPS III program includes an integrated space segment (SS) and control segment (CS) system that incorporates the Nuclear Detonation Detection System (NUDET) and defines the Signal-in-Space (SIS) to User Equipment (UE) interface. The system should provide a best value solution with the flexibility to anticipate and respond to future military and civilian needs. The GPS III security infrastructure should provide user access to and protection of the entire system. The GPS III system should facilitate the incorporation of additional mission capabilities (i.e. Blue Force Tracking (BFT), Search and Rescue (SAR) missions, etc.). The SD/RR effort will address the following major areas: system definition, risk management and reduction, prime/system integrator study, and program management. PROGRESSIVE DOWNSELECT NOTICE: The System Definition and Risk Reduction (SD/RR) effort represents the first of a multi-phased effort. The Government anticipates conducting a progressive downselect whereby the contractor(s) selected for SD/RR will be the only responsible sources capable of successfully competing for GPS III System Development & Demonstration and subsequent phases. SECURITY REQUIREMENTS: This effort will require access to and processing of classified information up to and including TS/SCI (Top Secret/Sensitive Compartmented Information) and SAP/SAR (Special Access Program/Special Access Requirements) security requirements. This acquisition may involve data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not yet been accomplished. If the review determines that data are subject to export controls, only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-353-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. PROGRAMMATICS: Contractor teams should include members with expertise in all aspects of the GPS system-space, ground control, and user equipment. Efforts should be made to include small and small disadvantaged, service disabled veteran, and emerging technology companies. It is contemplated that up to two (2) $100 million SD/RR cost type contracts will be awarded in March 2002. The expected period of performance will be approximately 24 months. The GPS JPO anticipates issuing Draft RFP's culminating in a Final RFP release on November 5, 2001. INDUSTRY/LAB DAYS: The GPS JPO will sponsor a GPS III Industry Day on September 25, 2001, and a Lab Day on September 26, 2001. At the Industry Day, the Government will present an overall GPS III program strategy. This will be followed by one-on-one sessions with prospective prime and subcontractors to discuss their concerns and issues with this planned acquisition. Time for these sessions must be scheduled in advance with Tommy Gates no later than September 19, 2001. The JPO asks that attendance at the one-on-one sessions be limited to 15 people from the prospective prime and subcontractor teams. To attend Industry/Lab Days, please e-mail the following information to Tommy Gates by September 19th: (1) company name, (2) company ownership (US or foreign), (3) list of attendees and citizenship (US or foreign), (4) level of interest (prime versus subcontractor), and (5) whether one-on-one discussions are desired. Updated GPS III information, to include more detailed information on industry days, will be provided upon registration. For planning purposes, expect both days to start at 7:30 A.M and conclude by 5:30 P.M. (Pacific). A $5 fee per person per day is required to defray administrative costs and will be collected the morning of September 25. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Acting Ombudsman is Mr. Bill Orzech, Phone Number (310) 363-0886.
