- Description
- The Federal Bureau of Prisons intends to award a nonpersonal services contract a qualified individual or company to perform Sports Official services at the Federal Correctional Institution, Ashland, Kentucky. Responsibilities include, but are not limited to: 1) Assists in training new inmates in becoming better sports officials. Contractor must know rules to all intramural programs, (i.e., Basketball, Soccer, Flag Football, and Softball), and be able to apply them in classroom setting. Must show proper position techniques for each official in every program. All officials rules meetings should meet the needs of the inmate population. The contractor will provide instruction for beginners and those who are advanced in Sports Officiating. The contractor must show inmates how to deal with behavioral players, and the proper way of handling behavioral players, as well as fans. 2) Suggests items that need to purchased to maintain current programs, or to implement new programs. This includes all videos, rule books, whistles, and certification in each sport. All equipment is the property of the Government. Must be knowledgeable on the latest rule changes and how to enforce each rule as it applies. 3) Contractor will maintain records for each student which will include attendance, performance information and submit weekly attendance reports to the Contracting Officer's Technical Representative (COTR). The contractor will maintain other records about the program in general (such as number of participates, number of completions, etc.) And will make these records available for review upon request. 4) Contractor will provide updated waiting list in order by date written request was received from the inmate. 5) Inspects equipment on a daily basis, and reports any needed repairs to the COTR. Contractor must submit work orders to the COTR, no matter how small the repair may be. Must maintain copies of all work orders which have been submitted. 6) Be responsible for maintaining accurate accountability of supplies. Must turn in order forms for all supplies to be purchased far enough in advance, so that programs are no interrupted. 7) Assists in other duties as assigned when not instructing a class and be flexible to the work schedule. Must be professional at all times. The contractor must have basic knowledge of all Intramural Sporting events. Prior experience in a correctional setting is beneficial. Contract must have at least one (1) year experience as a Sports Official, and must be able to verify related experience and years of experience. The schedule will normally consist of two (2) 4.5 hour sessions on Wednesday and Thursday, from 5:00pm -- 9:30 pm., and two (2) 3.0 hour sessions on Monday and Tuesday from 5:00pm to 8:00pm., excluding Federal holidays, not to exceed 30 hours per week. This is a non-personal services contract and not a personnel appointment. The solicitation is 100% set aside for small business. Contract period will include a Base Year and four (4) one (1) year option periods, not to exceed 12 months each. Request (s) for solicitation packages may be mailed to P.O.
