- Description
- THIS SOLICITATION IS BEING ADVERTISED AS A SMALL BUSINESS SET-ASIDE. The work includes provisions for aviation fuel receipt; issue and storage systems, including pumps, piping, tanks, site work, electrical power and controls; and incidental related work. Option one (1) includes the provision of piping trench, piping, controls aircraft refueling pentograph and incidental related work. The NAICS Code for this solicitation is 23493, Industrial Non-Building Structure Construction, with a Size Standard of $27.5 million. The work shall be located at the Coastal Systems Station, Panama City, Florida. The estimated construction is between $500,000.00 and $1,000,000.00. The estimated time for completion is 290 calendar days. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered of equal importance. The Technical Factors to be addressed are: Past Performance, Technical Qualifications, and Technical Approach. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue the solicitation on or about 25 September 2001. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading and will be the normal method for distributing information to the Offerors. IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. It is mandated that all bidders be registered in the Central Contractor Registry (CCR) database at https://ccr.dlsc.dla.mil/. Bids received from other than small business concerns will not be considered and will be rejected.*****
