- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Award will be made on an all or none basis, incorporated provisions and clauses are those in affect through the Federal Acquisition Circular 97-27. Solicitation S2550011200 is issued as a Request for Quote (RFQ) and will result in an indefinite delivery, indefinite quantity, firm fixed priced contract. The period of performance will be a one year base period with four, one year option periods. GENERAL SCOPE OF WORK: The National Park Service has a requirement for: support, maintenance, and upgrades for approximately 600 Cisco routers and approximately 100 Cisco catalysts, distributed service-wide. The Contractor shall furnish all materials, management, and labor needed to perform this contract in accordance with the Statement of Work. Contractor shall be certified to provide Cisco SMARTnet maintenance and provide both remote support and onsite parts service. The service shall include: Operating system software refresh on demand, 24 x7x 365, access to Cisco Connection Online (CCO), 24 x 7 x 365, access to highly skilled networking technology personnel, and next business day parts/hardware replacement. Contractor shall provide SMARTnet four key services, with four levels of hardware replacement entitlement depending upon the delivery option selected. Contractor shall address SMARTnet maintenance requirements of customers with internal maintenance support staff. The four key services include: 1. Cisco IOS Software Updates: SMARTnet provides automatic updates, on request, of all major releases, with upgraded planning processes, as well as maintenance fixes. Through CCO, these updates are available 24 hours a day, seven days a week. 2. Cisco Connection Online: The CCO offers comprehensive collection of the following online technical tools, including; Bug Toolkit for anticipating and addressing system bugs, troubleshooting engine for diagnosing hardware, IP Calculator for assigning IP addresses, and Cisco IOS Planner to ensure selection of the right version of the IOS. 3. Technical Assistance Center (TAC): The Cisco TAC is available 24 hours a day, seven days a week and can be contacted via the telephone, electronic mail, or the CCO case submission tool. 4. Advance Replacement of Hardware Parts: In the event of hardware failure, the SMARTnet Advance Replacement feature provides a hardware replacement unit delivered within 24 hours of receiving notification from the requestor(s). Contractor shall certify access to SMARTnet Entitlements. The Contractor shall include a value-added service that provides NPS network managers a technical team interface to Cisco's technical assistance center (TAC). The interface shall consist of a static team of network engineers who provide a single and consistent point of contact for NPS network managers. That single point of contact/contact team shall resolve and as necessary, escalate (within the team) performance problems for resolution, and, escalate technical problems to the Cisco TAC on behalf of the NPS network manager. Upon resolving the problem, the team engineer shall interface back to the NPS network manager. RATE STABILITY OVER THE MULTI-YEAR CONTRACT PERIOD IS REQUIRED. The NPS requires that the rate for each inventory item remain constant from year-to-year during the multi-year contract period.
