Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format prescribed in sub-part 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the solicitation for the required services. Proposals are hereby requested under DADA13-01-T-0099. A subsequent solicitation document will not be issued. The provisions and clauses incorporated into this solicitation document are those in effect through FAC 97-27. USA MEDDAC-AK, Ft. Wainwright, AK, requires upgrades for 100 existing Micron MME Pentium 200 MHz NT Workstations by replacing the motherboard and various integrated components, adding a 20 GB HDD, and increasing memory to 256 MB. All work will be performed on-site at present workstation locations by A+ Certified Technicians. Award of a firm fixed price contract is anticipated. The NAICS is 541519 with a Size Standard of $18,000,000. Resultant contract will commence around 25 September 2001 to be completed within ninety (90) days. Offerors are to base their price as a turnkey operation with the following requirements: 1. Replace motherboard, central processing unit (CPU) and Random Access Memory (RAM) with components as follows: Motherboard replacement will consist of a high quality design utilizing the Intel 815 chipset and integrated (on-board) sound and input/output ports; CPU replacement will consist of an Intel Pentium III class (850 MHz or faster) original microprocessor with a ball bearing CPU cooling fan/cooler; the RAM replacement will consist of 256 MB of Micron PC133 SDRAM. 2. Add one additional Western Digital hard disk drive (HDD) with ATA 100 interface and 20 GB (or greater) storage capacity (or equivalent drive acceptable to the Government). The current drive will remain in the workstation as a second HDD. 3. Replace current PCI video graphics with AGP video graphics (or equivalent adapter acceptable to the Government). 4. Replace case cooling fan with a ball bearing cooling fan. 5. Replace power supply cooling fan with ball bearing cooling fan. 6. Provide list by MMCN identifying workstations that contain a power supply sub-component that is considered inferior utilizing good engineering standards practices. Replacement of those components will be separately contracted as the Government requires. 7. Assist the Government in developing initial HDD operating system image(s), as required. 8. Image new HDD of each upgraded workstation using developed operating system image(s) to a level commensurate to the original equipment specification. 9. Also included are FAR 52.237-1 Site Visit and 52.237-2 Protection of Government Bldgs., etc. The following Defense Far Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items, DFARS 252.204-7004 Required CCR Registration and DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial items. Within this clause, the following clauses apply: 252.225-7001, 252.243-7002, 252.247-7023, and 252.247-7024. Potential contractors shall provide a quotation on company letterhead. Price should be FOB destination. Also include your firm's prompt payment terms and completed copies of the applicable paragraphs of FAR 52.212-3 and DFARS 252.212-7000. Copies of any of the referenced FAR and DFAR clauses and provisions may be found at http://farsite.hill.af.mil/. Basis of award will be based on technical capability, past performance and price. To this end, submit (1) a list of proposed parts, manufacturers and model numbers, documentation that reflects your firm's ability to meet the salient characteristics shown in the statement of work, (2) points of contact and phone numbers of three references with whom past performance can be established and (3) total quoted price.
