Description

The Integrated Aviation Systems 21 Working Group (IAS21WG) proposes to acquire, on an other than full and open competitive basis, rigid hard cases for transporting Laser printers. Since only 64 cases are required, the cost of a custom design would be prohibitive. Therefore, only existing manufacturers, distributors and designs were considered. It is anticipated that a firm fixed price type contract with an initial delivery requirement of 30-45 days after contract award will be awarded to ECS Composites, 3560 Rouge River Highway / P.O. Box 188, Grants Pass, Oregon 97528. ECS has been determined to be the only source that has manufactured similar cases for the Government and has existing molds that will not require retooling to meet this requirement. It is required that these cases be capable of being transported by any method -- air, land or sea. They must also be able to absorb moderate to violent impact and be resistant to blowing dust and water. They must be man transportable and come equipped with integral handles and wheels. The case must be custom fit to it's load, the Minolta QMS 6100, and fully encapsulate all components of this system. It must be stackable and capable of being secured by cable or hasp locking mechanisms. This procurement will be executed under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one source and no other type of supplies or services will satisfy agency requirements. The case from this firm was found to be the only case that has the material, mold, optimal process/design and immediate capacity required at the least weight and least cube while providing optimal environmental and impact resistant properties. This notice is not a request for competitive proposals; however, responses received from all interested sources will be reviewed by the Government and given due consideration as required by law.
