Description

Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source firm-fixed-price contract under the auspices of FAR Part 12, to Eastern NDT, Incorporated, Hopewell, Virginia for Ult rasonic Pulse Echo (UPE) Training. This training shall provide basic theory of ultrasonic technology to a degree that course participants will have an understanding of UPE gauging to determine container thickness and fill level, and be able to explain the process to Organization for the Prohibition of Chemical Weapons (OPCW) inspectors with respect to material velocities, surface roughness and geometrical configurations, relevant to Chemical Weapons Convention (CWC). Primary focus shall be placed on hands- on, practical exercises that will enable students to understand and operate UPE equipment. The period of performance will be for one year from date of award with four courses of instruction conducted during this period. THIS IS NOT A REQUEST FOR COMPETITI VE PROPOSALS. Interested parties have ten (10) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications an d/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after ten (10) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
