Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation #N65236-01-R-0065 is issued as a sole source request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This is a sole source procurement under NAICS 334519. There is only one contract line item; CLIN 0001 EMx Simulator for EM3000/EM1002/EM120, quantity one each. The EMx Simulator emulates the EM1002, EM3000, EM120, and other KSI multibeam systems. Date of delivery is six months after the effective date of contract award; Place of delivery NAVOCEANO, Bldg. 8100 RM 140 Stennis Space Center, MS 39522; FOB: destination. Solicitation provision at FAR 52.212-1, Instructions to offerors is a sole source procurement to Kongsberg-Simrad, Inc. for reasons of unique capabilities and compatibility issues. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, as well as 252-212-7000, Offeror Representations and Certifications -- Commercial Items, and 252-225-7035, Buy American Act -- North American Free Trade Agreement Implementation Act -- Balance of Payments Program Certificate should be provided with the offer. Clause 52-212-4, Contract Terms and Conditions -- Commercial Items (OCT 1995), is hereby incorporated by reference, Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- commercial Items, is hereby incorporated by reference. The following FAR clauses apply to this solicitation and any resultant contract: 52.203-6, 52-219-8, 52.219-9, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, and 52.247-64. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, is hereby incorporated by reference, with additional DFARS clauses included in this solicitation and any resulting contract, as follows: 252-205-7000, 252.219-7003, 252.225-7012, 252.225-7016, 252.225-7036, 252.227-7015, 252.227-7037, 252.243-7002, 252.247-7023, and 252.247-7024. Type of Contract: A firm fixed-price contract will be awarded. Period of Performance: six months after the effective date of contract. The Defense Priorities and Allocations Systems (DPAS) assigned rating for this procurement is not applicable. Commercial Business Daily Numbered Note 22 applies to this procurement.
