Description
The National Animal Disease Center has a requirement to procure custom made animal isolators (2 racks of 2 units each 4 isolators) This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as request for Quotation # 126-01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This solicitation is under the simplified acquisition Procedure (SAP) and is a Small business-small Purchase Set-aside. The Standard Industrial Classification (Sic) code is 339111 and the business Size Standard is 500 employees. This will be a firm-fixed price contract. The items you are offering must meet or exceed the following salient characteristics CLIN 001: Animal Isolator: FRAME: this unit is constructed from (6061 mill finished heat treatable) Aluminum mounted on 4-5" casters, two having step brakes. Each frame will hold 2 individual isolator units. Approximate Overall rack Dimensions: 22" l x 36" W x 62" H ISOLATOR CAGE: Aluminum and polycarbonate allowing clear visibility of the animals. Inside cage dimensions will be 20" L x 30"W x 14.5 H. The back of each cage will be solid aluminum sheet. Approximate window measurements will be 12" x 18" for the front window and 12" x 28" for the side windows. This unit will have one end that will open as a door, The floor of the unit will slope down to the center of the unit for easy removal of litter into a canister. The FLOOR: There is a removable aluminum floor that is in 3 pieces; this floor is elevated off the sloping bottom portion of the unit for cleaning ease. AIR HANDLING SYSTEM: Each unit will have an individual air handling system with Hepa Filter for intake and exhaust (Variable Speed Control) There will be a pre-filter for the intake. FEEDERS: feeders will be placed on the front inside cage panel. MANURE REMOVAL: Collection Canister makes it possible to take feces samples with out significantly breaking the seal. (Or Equal). Quoters shall submit manufacturer's data, descriptive material, or other information on the equipment to be furnished under this Request For Quotations. Per FAR 13.106.2, Award will be made to ensure that the purchase is the most advantageous and of the best value to the Government; based on the following evaluation factors. The Government will select the factors considered to be significant to this purchase: 1) Special features of the product/services that are being offered but not provided by a comparable product/service 2) trade-In considerations 3) Probable life of the item selected compared to that of a comparable item 4) Warranty considerations 5) Maintenance Availability 6) Past Performance 7)Environmental and energy efficiency consideration. Three (3) firms for which you have provided similar items are requested These will be used in the evaluation process. . Quoters must quote on F. O.B Destination price.
